Aircraft being handed off to sector 32. Controller relief briefing being conducted at the sector. Position relief briefing being recorded. Controller at sector 32 calls sector 18 to advise sector 18 to stop aircraft at 14000 ft. However; sector 32 doesn't key headset so they aren't really transmitting their instruction to sector 18; but they hear themselves 'talking' because they are recording the sector relief briefing. Sector 32 hangs up without actually speaking to sector 18 controller but they think that they did because they 'heard' themselves on the recorded relief briefing. Aircraft was not stopped at 14000 ft as requested but climbed to FL240.

Title: ZBW CTLR DESCRIBED COORD FAILURE BETWEEN SECTORS OCCURRING DURING RECORDED RELIEF BRIEFING WHEN CTLR ASSUMED INFO WAS PASSED.

Narrative: ACFT BEING HANDED OFF TO SECTOR 32. CTLR RELIEF BRIEFING BEING CONDUCTED AT THE SECTOR. POS RELIEF BRIEFING BEING RECORDED. CTLR AT SECTOR 32 CALLS SECTOR 18 TO ADVISE SECTOR 18 TO STOP ACFT AT 14000 FT. HOWEVER; SECTOR 32 DOESN'T KEY HEADSET SO THEY AREN'T REALLY XMITTING THEIR INSTRUCTION TO SECTOR 18; BUT THEY HEAR THEMSELVES 'TALKING' BECAUSE THEY ARE RECORDING THE SECTOR RELIEF BRIEFING. SECTOR 32 HANGS UP WITHOUT ACTUALLY SPEAKING TO SECTOR 18 CTLR BUT THEY THINK THAT THEY DID BECAUSE THEY 'HEARD' THEMSELVES ON THE RECORDED RELIEF BRIEFING. ACFT WAS NOT STOPPED AT 14000 FT AS REQUESTED BUT CLBED TO FL240.
