Narrative:

Upon initiating approach into ZZZ; we were cleared to intercept the localizer X; reduce speed to 180 KTS; and cleared for the ILS X approach. Slowing through 200 KTS; I called for flaps 8 degrees after which 'flaps fail' cas message illuminated. I xferred aircraft and radio control to the first officer and completed the QRH procedure for the cas message. We declared an emergency and after coordinating with approach; returned to the final approach course and began the approach. An uneventful flapless landing was performed on runway X at ZZZ. We cleared the runway and returned to the gate.
