Narrative:

Copilot was flying aircraft from the right seat. Teb 5 departure called for runway heading to 1500 ft right turn 280 degree heading maintain 1500 ft until 4.5 DME then climb to 2000 ft. Departure was briefed prior to takeoff with emphasis on altitude and heading control due to newark arrivals. The aircraft had minimum fuel due to the close destination. In addition full thrust was required per the aircraft flight manual due to rain and wet runway. On departure I made callouts as required approaching 1500 ft. Due to power setting; copilot overshot altitude by 200 to 300 ft; even though I was calling for him to level off at 1500 ft. Situation was additionally caused by copilot not retracting flaps for takeoff which made the pushover requirement significantly greater than normal. Even though the departure was thoroughly briefed as to the overshoot potential due to the low gross weight and high power requirement I should have been more forceful and perhaps have taken control of the aircraft to preclude the overshoot. All company pilots will be briefed on this incident with emphasis on power reduction immediately after lift off and on the PIC taking more positive action to include taking control of the aircraft if this situation reoccurs.

Title: A GV FLT CREW DEPARTING TEB OVERSHOT THE CHARTED ALTITUDE BY 200 - 300 FT.

Narrative: COPLT WAS FLYING ACFT FROM THE RIGHT SEAT. TEB 5 DEP CALLED FOR RWY HDG TO 1500 FT RIGHT TURN 280 DEG HDG MAINTAIN 1500 FT UNTIL 4.5 DME THEN CLB TO 2000 FT. DEP WAS BRIEFED PRIOR TO TAKEOFF WITH EMPHASIS ON ALT AND HDG CTL DUE TO NEWARK ARRIVALS. THE ACFT HAD MINIMUM FUEL DUE TO THE CLOSE DEST. IN ADDITION FULL THRUST WAS REQUIRED PER THE ACFT FLT MANUAL DUE TO RAIN AND WET RWY. ON DEP I MADE CALLOUTS AS REQUIRED APCHING 1500 FT. DUE TO POWER SETTING; COPLT OVERSHOT ALT BY 200 TO 300 FT; EVEN THOUGH I WAS CALLING FOR HIM TO LEVEL OFF AT 1500 FT. SITUATION WAS ADDITIONALLY CAUSED BY COPLT NOT RETRACTING FLAPS FOR TAKEOFF WHICH MADE THE PUSHOVER REQUIREMENT SIGNIFICANTLY GREATER THAN NORMAL. EVEN THOUGH THE DEP WAS THOROUGHLY BRIEFED AS TO THE OVERSHOOT POTENTIAL DUE TO THE LOW GROSS WT AND HIGH POWER REQUIREMENT I SHOULD HAVE BEEN MORE FORCEFUL AND PERHAPS HAVE TAKEN CTL OF THE ACFT TO PRECLUDE THE OVERSHOOT. ALL COMPANY PLTS WILL BE BRIEFED ON THIS INCIDENT WITH EMPHASIS ON POWER REDUCTION IMMEDIATELY AFTER LIFT OFF AND ON THE PIC TAKING MORE POSITIVE ACTION TO INCLUDE TAKING CTL OF THE ACFT IF THIS SITUATION REOCCURS.
