Narrative:

At approximately XA00 2 military aircraft departed eil on the DELTA3 departure procedure en route to military ranges. Reaching their assigned block altitude (7000-9000 ft) the flight was informed they could expect higher in 13 mi reference active military airspace. Upon receiving this transmission; the flight requested direct paggi and was instructed that it was on request; as the route direct paggi would conflict with the active military airspace. At this point the zan sector 16 controller had already accepted the automated handoff; so I utilized the shout line to coordination the flight's request. I gave the zan controller an appreq for flight direct paggi. The appreq was approved; so I then confirmed with the zan controller that I could climb the flight to their assigned altitude and xfer radio communications and I was told affirmative. A few moments later the zan controller called back via shout line to verify that I would keep flight clear of the military airspace. I informed the zan controller that I had already climbed and xferred radio communication. The zan controller then indicated that everything was fine. The underlying issue that causes this is the presence of military airspace in direct conflict with established departure procedures for high performance fighter aircraft; which are forced to stay below the airspace until laterally clear.

Title: FAI TRACON CTLR DESCRIBED MIL ACFT AIRSPACE ENTRY EVENT RESULTING FROM CONFUSED COORD WITH ZAN CTLR.

Narrative: AT APPROX XA00 2 MIL ACFT DEPARTED EIL ON THE DELTA3 DEP PROC ENRTE TO MIL RANGES. REACHING THEIR ASSIGNED BLOCK ALT (7000-9000 FT) THE FLT WAS INFORMED THEY COULD EXPECT HIGHER IN 13 MI REF ACTIVE MIL AIRSPACE. UPON RECEIVING THIS XMISSION; THE FLT REQUESTED DIRECT PAGGI AND WAS INSTRUCTED THAT IT WAS ON REQUEST; AS THE RTE DIRECT PAGGI WOULD CONFLICT WITH THE ACTIVE MIL AIRSPACE. AT THIS POINT THE ZAN SECTOR 16 CTLR HAD ALREADY ACCEPTED THE AUTOMATED HDOF; SO I UTILIZED THE SHOUT LINE TO COORD THE FLT'S REQUEST. I GAVE THE ZAN CTLR AN APPREQ FOR FLT DIRECT PAGGI. THE APPREQ WAS APPROVED; SO I THEN CONFIRMED WITH THE ZAN CTLR THAT I COULD CLB THE FLT TO THEIR ASSIGNED ALT AND XFER RADIO COMS AND I WAS TOLD AFFIRMATIVE. A FEW MOMENTS LATER THE ZAN CTLR CALLED BACK VIA SHOUT LINE TO VERIFY THAT I WOULD KEEP FLT CLR OF THE MIL AIRSPACE. I INFORMED THE ZAN CTLR THAT I HAD ALREADY CLBED AND XFERRED RADIO COM. THE ZAN CTLR THEN INDICATED THAT EVERYTHING WAS FINE. THE UNDERLYING ISSUE THAT CAUSES THIS IS THE PRESENCE OF MIL AIRSPACE IN DIRECT CONFLICT WITH ESTABLISHED DEP PROCS FOR HIGH PERFORMANCE FIGHTER ACFT; WHICH ARE FORCED TO STAY BELOW THE AIRSPACE UNTIL LATERALLY CLR.
