Narrative:

After landing and shutting down; the captain got out of his seat to open the door for the passenger. I was still in my seat when I heard a loud sound and felt my ears pop. The captain said the door opened forcefully to the full open and locked position when he rotated the door handle. We recognized this as the cabin not being fully depressurized when the door was opened. I verified that the cabin air switch was in the off position and that the cabin altitude selector was set to the field elevation. The passenger verbally expressed that they were startled and asked what had happened. They then deplaned without further incident.

Title: LJ60 FAILS TO DEPRESSURIZE FULLY AFTER LNDG. WHEN RELEASED; CABIN DOOR OPENS EXPLOSIVELY BUT WITHOUT APPARENT DAMAGE TO ACFT.

Narrative: AFTER LNDG AND SHUTTING DOWN; THE CAPT GOT OUT OF HIS SEAT TO OPEN THE DOOR FOR THE PAX. I WAS STILL IN MY SEAT WHEN I HEARD A LOUD SOUND AND FELT MY EARS POP. THE CAPT SAID THE DOOR OPENED FORCEFULLY TO THE FULL OPEN AND LOCKED POS WHEN HE ROTATED THE DOOR HANDLE. WE RECOGNIZED THIS AS THE CABIN NOT BEING FULLY DEPRESSURIZED WHEN THE DOOR WAS OPENED. I VERIFIED THAT THE CABIN AIR SWITCH WAS IN THE OFF POS AND THAT THE CABIN ALT SELECTOR WAS SET TO THE FIELD ELEVATION. THE PAX VERBALLY EXPRESSED THAT THEY WERE STARTLED AND ASKED WHAT HAD HAPPENED. THEY THEN DEPLANED WITHOUT FURTHER INCIDENT.
