Narrative:

Aircraft #1 departed atl nebound climbing J14 to FL340. Aircraft #2 sebound cruise FL350 on J99. Aircraft #1 levels at FL340 waiting for clearance for higher from ultra high sector. Aircraft #2 enters this sector without a handoff or a pointout and only a limited data block is present. Controller climbs aircraft #1 to FL390 as the limited data block of aircraft #2 is obscured. Both the r-side and the d-side of the busy sector notice immediately the limited data block and aircraft #1 is told to stop climb quickly enough to avoid any loss of separation. Aircraft #2 enters sector without proper coordination. Sector was too busy to immediately notice the limited data block of aircraft #2.

Title: ZTL CTLR DESCRIBED OPDEV WHEN ACFT; WITH LIMITED DATA BLOCK; WAS PERMITTED TO ENTER SECTOR WITHOUT HDOF; NO LOSS OF SEPARATION.

Narrative: ACFT #1 DEPARTED ATL NEBOUND CLBING J14 TO FL340. ACFT #2 SEBOUND CRUISE FL350 ON J99. ACFT #1 LEVELS AT FL340 WAITING FOR CLRNC FOR HIGHER FROM ULTRA HIGH SECTOR. ACFT #2 ENTERS THIS SECTOR WITHOUT A HDOF OR A POINTOUT AND ONLY A LIMITED DATA BLOCK IS PRESENT. CTLR CLBS ACFT #1 TO FL390 AS THE LIMITED DATA BLOCK OF ACFT #2 IS OBSCURED. BOTH THE R-SIDE AND THE D-SIDE OF THE BUSY SECTOR NOTICE IMMEDIATELY THE LIMITED DATA BLOCK AND ACFT #1 IS TOLD TO STOP CLB QUICKLY ENOUGH TO AVOID ANY LOSS OF SEPARATION. ACFT #2 ENTERS SECTOR WITHOUT PROPER COORD. SECTOR WAS TOO BUSY TO IMMEDIATELY NOTICE THE LIMITED DATA BLOCK OF ACFT #2.
