Narrative:

During shift turnover; previous shift told me he had a hard time getting ZZZ field condition updated. Once updated it showed both runways closed; but in the comments it said 'runways alternately closed for plowing.' flight X's release was not sent due to 'runways being closed.' ZZZ called load planning for fuel. Load planning called me. I told load planning no fuel till field condition current and accurate. ZZZ then called me. The reason for this report is that during the conversation the gentleman I spoke with at ZZZ told me that in the 6 yrs he has been doing this job; he did not know that it was his responsibility to keep the field condition updated. Did not know where to get the information and said he was never trained as to where to get the information or how to input it. He thought field conditions were between the tower and the pilot.

Title: A DISPATCHER REPORTS AN ACR AGENT DID NOT KNOW HOW TO POST FIELD CONDITION REPORTS INDICATING LOCAL WX FACTORS AFFECTING FLTS.

Narrative: DURING SHIFT TURNOVER; PREVIOUS SHIFT TOLD ME HE HAD A HARD TIME GETTING ZZZ FIELD CONDITION UPDATED. ONCE UPDATED IT SHOWED BOTH RWYS CLOSED; BUT IN THE COMMENTS IT SAID 'RWYS ALTERNATELY CLOSED FOR PLOWING.' FLT X'S RELEASE WAS NOT SENT DUE TO 'RWYS BEING CLOSED.' ZZZ CALLED LOAD PLANNING FOR FUEL. LOAD PLANNING CALLED ME. I TOLD LOAD PLANNING NO FUEL TILL FIELD CONDITION CURRENT AND ACCURATE. ZZZ THEN CALLED ME. THE REASON FOR THIS RPT IS THAT DURING THE CONVERSATION THE GENTLEMAN I SPOKE WITH AT ZZZ TOLD ME THAT IN THE 6 YRS HE HAS BEEN DOING THIS JOB; HE DID NOT KNOW THAT IT WAS HIS RESPONSIBILITY TO KEEP THE FIELD CONDITION UPDATED. DID NOT KNOW WHERE TO GET THE INFO AND SAID HE WAS NEVER TRAINED AS TO WHERE TO GET THE INFO OR HOW TO INPUT IT. HE THOUGHT FIELD CONDITIONS WERE BTWN THE TWR AND THE PLT.
