Narrative:

On the initial taxi out; we were told to taxi via alpha north to 3 whiskey. We were advised of BE1900 traffic but were told that they would not be a factor. Approaching the 'an' line I noticed that the BE1900 was approaching our aircraft at a very high rate of taxi speed in an apparent attempt to deny us access to the 'an' line. I continued to taxi towards the line having been told that the BE1900 would not be a factor. Ramp control noticing the approaching conflict advised us to give way to the BE1900. Unfortunately; at this point we were on a collision course. I looked back to the left only to see the BE1900 closing and not yielding the taxi line. I had to make an abrupt stop at about the same time as the ramp controller advised us to give way to the oncoming traffic. The BE1900 never yielded nor attempted to slow down as we would have expected given our apparent position in front of the BE1900. I estimate that the BE1900 passed within 100 ft of our aircraft at approximately 30+ KTS ground speed. The BE1900 first officer offered a friendly wave; obviously thanking me for letting them pass ahead. I have noticed similar behavior from this air carrier's pilots on the ramp. They commonly do not monitor the ramp frequency once cleared to taxi. In this particular case; I believe that we would have collided with this aircraft had we not stopped. I also firmly believe that the captain of this BE1900 saw our aircraft and was determined to not let us get in front of their flight. In my opinion; I view this as a complete disregard for safety and a blatantly reckless act on the part of the flight crew. I spoke later with the denver ramp controller (who in my opinion was not at fault) and discussed the situation with him. He told me that he had discussed the situation with his counterpart at the city ramp position. The ramp controller assumed that given the distance between the aircraft (I estimate 2500 ft) there would be no conflict. He never expected the BE1900 to accelerate to cut us off. Again I saw no fault with the ramp controller although the city controller could have been more active in the conflict resolution as they are responsible for these aircraft.

Title: A320 CAPT REPORTS BEING 'CUT OFF' BY FAST MOVING BE1900 ON TAXI OUT FROM RAMP.

Narrative: ON THE INITIAL TAXI OUT; WE WERE TOLD TO TAXI VIA ALPHA NORTH TO 3 WHISKEY. WE WERE ADVISED OF BE1900 TFC BUT WERE TOLD THAT THEY WOULD NOT BE A FACTOR. APCHING THE 'AN' LINE I NOTICED THAT THE BE1900 WAS APCHING OUR ACFT AT A VERY HIGH RATE OF TAXI SPD IN AN APPARENT ATTEMPT TO DENY US ACCESS TO THE 'AN' LINE. I CONTINUED TO TAXI TOWARDS THE LINE HAVING BEEN TOLD THAT THE BE1900 WOULD NOT BE A FACTOR. RAMP CTL NOTICING THE APCHING CONFLICT ADVISED US TO GIVE WAY TO THE BE1900. UNFORTUNATELY; AT THIS POINT WE WERE ON A COLLISION COURSE. I LOOKED BACK TO THE L ONLY TO SEE THE BE1900 CLOSING AND NOT YIELDING THE TAXI LINE. I HAD TO MAKE AN ABRUPT STOP AT ABOUT THE SAME TIME AS THE RAMP CTLR ADVISED US TO GIVE WAY TO THE ONCOMING TFC. THE BE1900 NEVER YIELDED NOR ATTEMPTED TO SLOW DOWN AS WE WOULD HAVE EXPECTED GIVEN OUR APPARENT POS IN FRONT OF THE BE1900. I ESTIMATE THAT THE BE1900 PASSED WITHIN 100 FT OF OUR ACFT AT APPROX 30+ KTS GND SPD. THE BE1900 FO OFFERED A FRIENDLY WAVE; OBVIOUSLY THANKING ME FOR LETTING THEM PASS AHEAD. I HAVE NOTICED SIMILAR BEHAVIOR FROM THIS ACR'S PLTS ON THE RAMP. THEY COMMONLY DO NOT MONITOR THE RAMP FREQ ONCE CLRED TO TAXI. IN THIS PARTICULAR CASE; I BELIEVE THAT WE WOULD HAVE COLLIDED WITH THIS ACFT HAD WE NOT STOPPED. I ALSO FIRMLY BELIEVE THAT THE CAPT OF THIS BE1900 SAW OUR ACFT AND WAS DETERMINED TO NOT LET US GET IN FRONT OF THEIR FLT. IN MY OPINION; I VIEW THIS AS A COMPLETE DISREGARD FOR SAFETY AND A BLATANTLY RECKLESS ACT ON THE PART OF THE FLT CREW. I SPOKE LATER WITH THE DENVER RAMP CTLR (WHO IN MY OPINION WAS NOT AT FAULT) AND DISCUSSED THE SIT WITH HIM. HE TOLD ME THAT HE HAD DISCUSSED THE SIT WITH HIS COUNTERPART AT THE CITY RAMP POS. THE RAMP CTLR ASSUMED THAT GIVEN THE DISTANCE BTWN THE ACFT (I ESTIMATE 2500 FT) THERE WOULD BE NO CONFLICT. HE NEVER EXPECTED THE BE1900 TO ACCELERATE TO CUT US OFF. AGAIN I SAW NO FAULT WITH THE RAMP CTLR ALTHOUGH THE CITY CTLR COULD HAVE BEEN MORE ACTIVE IN THE CONFLICT RESOLUTION AS THEY ARE RESPONSIBLE FOR THESE ACFT.
