Narrative:

I called philadelphia at 800-number and got WX (I told him ATIS unavailable) from controller or facility person. I told him of my intention to take off on runway 16. I was not told that runway 16 was closed. Runway was lit and barriers on runway were not. I received a call from the FSDO and he sent an agent to inspect my aircraft. They claimed my aircraft struck a barrier; but found no damage on my aircraft. They claim there was a tire mark on a barrier. There was no mark(south) on my tire or any damage to my aircraft. Consider the following: 1) barriers should be lit and placed at hold area before getting on runway. 2) philadelphia facility should give full ATIS when asked for WX and when I told person that I could not get the ATIS on the ground.

Title: PLT OF BE36 TAKES OFF FROM RWY 16 AT TTN AFTER RECEIVING AN FAA BRIEFING. ATIS OTS. LATER IS ADVISED BY FSDO THAT THE RWY WAS NOTAMED CLOSED.

Narrative: I CALLED PHILADELPHIA AT 800-NUMBER AND GOT WX (I TOLD HIM ATIS UNAVAILABLE) FROM CTLR OR FACILITY PERSON. I TOLD HIM OF MY INTENTION TO TAKE OFF ON RWY 16. I WAS NOT TOLD THAT RWY 16 WAS CLOSED. RWY WAS LIT AND BARRIERS ON RWY WERE NOT. I RECEIVED A CALL FROM THE FSDO AND HE SENT AN AGENT TO INSPECT MY ACFT. THEY CLAIMED MY ACFT STRUCK A BARRIER; BUT FOUND NO DAMAGE ON MY ACFT. THEY CLAIM THERE WAS A TIRE MARK ON A BARRIER. THERE WAS NO MARK(S) ON MY TIRE OR ANY DAMAGE TO MY ACFT. CONSIDER THE FOLLOWING: 1) BARRIERS SHOULD BE LIT AND PLACED AT HOLD AREA BEFORE GETTING ON RWY. 2) PHILADELPHIA FACILITY SHOULD GIVE FULL ATIS WHEN ASKED FOR WX AND WHEN I TOLD PERSON THAT I COULD NOT GET THE ATIS ON THE GND.
