Narrative:

Tough-and-go operations at A39; we had just landed on runway 21. We retracted flaps and applied takeoff power when an unknown person in a 'quad-runner' (a 4-WHEEL all-terrain vehicle) drove from behind the hangars on the south side of the runway; cut across the runway; and continued into the fields and housing on the north side of the runway. When the quad-runner crossed the active runway; we had sufficient airspeed to perform an obstacle takeoff. At rotation; there was approximately 1500 ft separation between us and the other vehicle. Since A39 is unattended; there is no type of airport management to register a complaint with.

Title: A PA28 PILOT REPORTS AN ALL TERRAIN VEHICLE CROSSING A39'S RWY AS THEIR ACFT WAS TAKING OFF.

Narrative: TOUGH-AND-GO OPS AT A39; WE HAD JUST LANDED ON RWY 21. WE RETRACTED FLAPS AND APPLIED TKOF PWR WHEN AN UNKNOWN PERSON IN A 'QUAD-RUNNER' (A 4-WHEEL ALL-TERRAIN VEHICLE) DROVE FROM BEHIND THE HANGARS ON THE S SIDE OF THE RWY; CUT ACROSS THE RWY; AND CONTINUED INTO THE FIELDS AND HOUSING ON THE N SIDE OF THE RWY. WHEN THE QUAD-RUNNER CROSSED THE ACTIVE RWY; WE HAD SUFFICIENT AIRSPD TO PERFORM AN OBSTACLE TKOF. AT ROTATION; THERE WAS APPROX 1500 FT SEPARATION BTWN US AND THE OTHER VEHICLE. SINCE A39 IS UNATTENDED; THERE IS NO TYPE OF ARPT MGMNT TO REGISTER A COMPLAINT WITH.
