Narrative:

I was working local control. Our directives prohibit using position and hold; therefore departing traffic off runway 8L becomes very difficult. I just got a B767 off runway 8L then I had 2 close in arrs to runway 8L. I had air carrier X at the approach end for departure and 2 propellers at intersection left. I decided to depart an air carrier Y DH8 because he was already 6000 ft down runway 8L and knowing his ability to get airborne quickly would get him enough time before the arrs. Out of the blue air carrier X tells me; 'I don't appreciate that you departed traffic ahead of me.' I told him traffic was downfield and would be quicker to get airborne. He told me 'well do your job and slow or widen traffic out to get him off runway 8L.' air carrier X disrupted the frequency so much that I almost had an operational error in the following 10 mins. I paid so much attention to air carrier X that I almost lost the picture of the other 6 aircraft that were waiting for departure and landing clrncs.

Narrative: I WAS WORKING LCL CTL. OUR DIRECTIVES PROHIBIT USING POS AND HOLD; THEREFORE DEPARTING TFC OFF RWY 8L BECOMES VERY DIFFICULT. I JUST GOT A B767 OFF RWY 8L THEN I HAD 2 CLOSE IN ARRS TO RWY 8L. I HAD ACR X AT THE APCH END FOR DEP AND 2 PROPS AT INTXN L. I DECIDED TO DEPART AN ACR Y DH8 BECAUSE HE WAS ALREADY 6000 FT DOWN RWY 8L AND KNOWING HIS ABILITY TO GET AIRBORNE QUICKLY WOULD GET HIM ENOUGH TIME BEFORE THE ARRS. OUT OF THE BLUE ACR X TELLS ME; 'I DON'T APPRECIATE THAT YOU DEPARTED TFC AHEAD OF ME.' I TOLD HIM TFC WAS DOWNFIELD AND WOULD BE QUICKER TO GET AIRBORNE. HE TOLD ME 'WELL DO YOUR JOB AND SLOW OR WIDEN TFC OUT TO GET HIM OFF RWY 8L.' ACR X DISRUPTED THE FREQ SO MUCH THAT I ALMOST HAD AN OPERROR IN THE FOLLOWING 10 MINS. I PAID SO MUCH ATTN TO ACR X THAT I ALMOST LOST THE PICTURE OF THE OTHER 6 ACFT THAT WERE WAITING FOR DEP AND LNDG CLRNCS.
