Narrative:

We were given pilot discretion from FL380 to FL240. I had first officer call havana center to tell controller we were leaving FL380 to FL240. The controller acknowledged the clearance. I noticed on TCAS a target heading in our direction at a lower altitude. I stop our descent. I believe the other aircraft was climbing. I started to climb. During the climb we received an RA.

Title: A319 FLT CREW SW BOUND ON B879 AND DESCENDING THROUGH FL340 REPORTS TCAS RA WITH OPPOSITE DIRECTION TRAFFIC. TCAS COMMANDS ARE FOLLOWED WITH 500 FEET OF SEPARATION.

Narrative: WE WERE GIVEN PLT DISCRETION FROM FL380 TO FL240. I HAD FO CALL HAVANA CTR TO TELL CTLR WE WERE LEAVING FL380 TO FL240. THE CTLR ACKNOWLEDGED THE CLRNC.
