Narrative:

Pilot contacted burlington FSS for IFR clearance from vsf. FSS; as has become a normal occurrence; dialed the wrong center sector to obtain the clearance. The controller at that sector instructed FSS that they had the wrong sector and advised them of the correct sector to call. FSS never contacted the correct sector. The pilot then departed the airport VFR. Upon contact; the pilot told ATC that FSS instructed him to depart VFR and get his IFR clearance in the air. This is not acceptable; especially on an MVFR day in mountainous terrain. Incidents like this have become far too common since the privatization and centralization of our FSS and something needs to be done before someone gets hurt.

Title: ZBW CTLR VOICED CONCERN REGARDING FSS OPERATIONAL PROCS; INDICATING ATC WORKLOAD INCREASES AS A RESULT.

Narrative: PLT CONTACTED BURLINGTON FSS FOR IFR CLRNC FROM VSF. FSS; AS HAS BECOME A NORMAL OCCURRENCE; DIALED THE WRONG CTR SECTOR TO OBTAIN THE CLRNC. THE CTLR AT THAT SECTOR INSTRUCTED FSS THAT THEY HAD THE WRONG SECTOR AND ADVISED THEM OF THE CORRECT SECTOR TO CALL. FSS NEVER CONTACTED THE CORRECT SECTOR. THE PLT THEN DEPARTED THE ARPT VFR. UPON CONTACT; THE PLT TOLD ATC THAT FSS INSTRUCTED HIM TO DEPART VFR AND GET HIS IFR CLRNC IN THE AIR. THIS IS NOT ACCEPTABLE; ESPECIALLY ON AN MVFR DAY IN MOUNTAINOUS TERRAIN. INCIDENTS LIKE THIS HAVE BECOME FAR TOO COMMON SINCE THE PRIVATIZATION AND CENTRALIZATION OF OUR FSS AND SOMETHING NEEDS TO BE DONE BEFORE SOMEONE GETS HURT.
