Narrative:

IFR aircraft northbound at 7000 ft was issued VFR traffic 3 times climbing (in clouds?). Turn was recommended. Evasive action taken. IFR aircraft questioned whether VFR aircraft was in VFR conditions. I believe VFR aircraft should have called on ground for IFR clearance.
