Narrative:
We at savannah have 'a procedure' to follow when we are a 1-MAN tower. However we do not have an order to follow the procedure. These procedures are only placed in a memorandum; not an order. With the new trainees; when briefing/training of sav local procedures; I do not want to have to go to the right&I binder in the contractor's office to find old memorandums that impact the operation.

Narrative: WE AT SAVANNAH HAVE 'A PROC' TO FOLLOW WHEN WE ARE A 1-MAN TWR. HOWEVER WE DO NOT HAVE AN ORDER TO FOLLOW THE PROC. THESE PROCS ARE ONLY PLACED IN A MEMORANDUM; NOT AN ORDER.
