Narrative:

Departing jfk; ATC turned the airport around at the last min with no advance coordination of ground traffic. In the ground traffic mess that ensued; ground control never amended our climb instructions. We were initially assigned runway 13R with a departure heading of 185 degrees. We were later assigned same runway; but opposite direction (runway 31L). After takeoff; tower gave us the kennedy 1 departure; breezy point climb. We did not have enough time to set up the flight instruments to intercept the cri 223 degree radial before we deviated from ground track to the south. Recommendations: 1) when jfk airport decides to turn the airport around; ATC should do some advance planning. Airplanes were going everywhere in all directions and ATC lack of preparation and control was evident. Chaos was distracting and confusing. 2) when a change in runway assignment was given; it should have included departure instructions (and SID) to make it complete. 3) the jfk airport ground control's apparent confusion and lack of planning in their attempt to provide order resulted in mass confusion and distraction that caused this situation.

Title: RWY CHANGE NECESSITATED A CHANGE IN CLRNC. GND CONTROL FAILED TO ASSIGN A NEW SID; AND B767 FLT CREW WAS GIVEN THE NEW CLRNC AFTER TKOF. THIS RESULTED IN A GND TRACK DEVIATION.

WE DID NOT HAVE ENOUGH TIME TO SET UP THE FLT INSTS TO INTERCEPT THE CRI 223 DEG RADIAL BEFORE WE DEVIATED FROM GND TRACK TO THE S.
