Load planning didn't have current data for intersection takeoff in ZZZ. All departures were sent to the remaining runway; 70 in line; engineer required to load data; not staffed on sundays 90 min delay. Declared minimum fuel with approach on arrival in ZZZ1. Due to extensive delays in ZZZ. Load planning wasn't staffed on a sunday and runway conditions dictated an intersection takeoff required. Had to declare minimum fuel on approach into ZZZ1 due to 90 min delays in ZZZ because load planning didn't have takeoff data for runway 9L from intersection K5 and load planning needed an engineer to load the data.
