I was working adm-hi; was briefed that R5601 was active below FL200. Air carrier X was cleared direct through R5601. As air carrier X was entering R5601; our d-side had vague coordination about the status of R5601. He called fsi approach (the controling agency) and asked them the status. Fsi approach advised R5601 was presently active below FL320. Air carrier X was in an active restr area. Sectors whose airspace R5601 was in did not know it was active.
