Narrative:

Assigned pomona 7 dag transition. Ont departing runway 26R. Initial climb narrative for runway 26R says; 'climb on 256 heading.' routing narrative says; 'intercept and proceed via pom R-114 to pom; then via transition. Expect filed altitude 10 mins after departure.' at first glance the initial climb narrative implies; to fly the 256H until assigned to intercept the departure route. After takeoff; flying the 256H; I noted the intercept point on the navigation display. I queried the captain if we were to stay on the heading or join the departure. Also socal departure had just issued a traffic alert for a C152 at 4500 ft between us and the pom VOR; our altitude was approximately 2500-3000 ft climbing to 7000 ft. The captain asked socal if we were to stay on the 256H. The controller indicated that we should have joined the departure. The controller turned us to the north to join the departure north of pom. We remained within 3 NM of pom VOR. Socal controller indicated no traffic separation conflict. The captain called the socal-empire dist supervisor upon arrival. He indicated no conflict as well. The captain compared notes with the socal supervisor. The FAA naco chart initial climb narrative says; 'climb on 256H to intercept via pom R-114 to pom.' interpretation of initial climb versus route start/end points and search for traffic at the intercept point for departure; whose position was on or near the pom R-114; were factors.

AT FIRST GLANCE THE INITIAL CLB NARRATIVE IMPLIES; TO FLY THE 256H UNTIL ASSIGNED TO INTERCEPT THE DEP RTE. AFTER TKOF; FLYING THE 256H; I NOTED THE INTERCEPT POINT ON THE NAV DISPLAY. I QUERIED THE CAPT IF WE WERE TO STAY ON THE HDG OR JOIN THE DEP.
