Asked if I wanted to declare an emergency. I indicated negative. Passed off to tower; who declared an emergency. Landed without incident. Mechanic is in process of checking out what the problem was.

Narrative: ACFT WAS EXHIBITING IRREGULAR ENG OP. NOTIFIED CTLR AND ASKED TO RETURN TO STARTING POINT. CLRED BACK INTO CLASS B AND FOLLOWED CTLR'S INSTRUCTIONS. ASKED IF I WANTED TO DECLARE AN EMER. I INDICATED NEGATIVE. PASSED OFF TO TWR; WHO DECLARED AN EMER. LANDED WITHOUT INCIDENT. MECH IS IN PROCESS OF CHKING OUT WHAT THE PROB WAS.
