Narrative:
Was departing lex on morning flight to ZZZ. Noticed controller was operating clearance; ground; and tower at the same time. During our takeoff roll he was issuing a clearance to another aircraft. Leads me to believe that nothing has been learned or changed since the events of air carrier crash at this same airport. I see this type of behavior every week from ATC controllers at many facilities.

Title: CRJ FIRST OFFICER REPORTS LEX LCL CONTROLLER WORKING ALL THREE POSITIONS (GROUND; TOWER; AND CLEARANCE) DURING EARLY MORNING DEPARTURES.
Narrative: WAS DEPARTING LEX ON MORNING FLT TO ZZZ. NOTICED CTLR WAS OPERATING CLRNC; GND; AND TWR AT THE SAME TIME. DURING OUR TKOF ROLL HE WAS ISSUING A CLRNC TO ANOTHER ACFT. LEADS ME TO BELIEVE THAT NOTHING HAS BEEN LEARNED OR CHANGED SINCE THE EVENTS OF ACR CRASH AT THIS SAME ARPT. I SEE THIS TYPE OF BEHAVIOR EVERY WEEK FROM ATC CTLRS AT MANY FACILITIES.
