Narrative:

We were flying a military charter to mcguire AFB; nj; when atlantic city approach control lost us. After passing the jaybo intersection at 15000 ft on the sea isle 4 arrival; we were cleared direct to panze and to 7000 ft. At 7000 ft atlantic city approach said that our transponder was reporting us at 9000 ft. I switched from 1 to 2 and approach said that it still showed us at 9000 ft. Altitude reporting was turned off. We descended to 5000 ft short after this. A new controller came on and cleared us direct to panze again. Controller also said that our transponder was reporting us at 9000 ft still. I informed her that we already passed panze 2 mins ago (at XA29Z) and that we were approaching ziggi. We soon realized that atlantic city had lost us and they thought we were someone else. Not a good feeling. We finally got with the right controller and they said our squawk was fine. The rest of the approach and landing went fine.
