Narrative:

I was helping prepare aircraft X to go to wash rack for an hci wash. I removed belly panel by wheel well; and unlatched both main gear wing panels (actuator access for cleaning) per T/C for pre-wash criteria. While I was doing this; my co-worker was installing spoiler locks for aircraft appearance to wash. I then got a tug and towbar and hooked them up to the aircraft to push off gate. I noticed my partner was done for his parts of getting aircraft wash ready. I then saw my lead heading to our gate to taxi aircraft to wash rack. I retrieved from our paperwork package for aircraft X the pre-wash paperwork that aircraft appearance and inspection would need. As I was waiting at jetway; I signed off the blanks for turning on hydraulic lowering flaps; raising spoilers; installing locks; removing belly panel; opening main landing gear access panels; because the wash crew won't begin to wash the aircraft if preceding steps are not signed. I did not turn hydraulic on; drop flaps; raise spoilers or install spoiler locks; I just observed that flaps are down; spoilers are up and recall seeing installing spoiler locks so I signed those blanks. Aircraft was washed and arrived back at gate a couple hours later with flaps up; which I thought odd because nobody usually does that; flaps 10-15 degrees is the norm. I then learned left and right flaps had holes in them from spoiler locks. I then learned a guy on overtime from the hangar stowed flaps up; and taxied from wash rack to the gate.

Title: A B737-700 ACFT SUSTAINED LH AND RH LEADING EDGE FLAP DAMAGE DUE TO FLAPS RETRACTED WITH SPOILER LOCKS INSTALLED. FOUND AFTER TAXI TO GATE.

WHILE I WAS DOING THIS; MY CO-WORKER WAS INSTALLING SPOILER LOCKS FOR ACFT APPEARANCE TO WASH. I THEN GOT A TUG AND TOWBAR AND HOOKED THEM UP TO THE ACFT TO PUSH OFF GATE. I NOTICED MY PARTNER WAS DONE FOR HIS PARTS OF GETTING ACFT WASH READY. I THEN SAW MY LEAD HEADING TO OUR GATE TO TAXI ACFT TO WASH RACK. I RETRIEVED FROM OUR PAPERWORK PACKAGE FOR ACFT X THE PRE-WASH PAPERWORK THAT ACFT APPEARANCE AND INSPECTION WOULD NEED. AS I WAS WAITING AT JETWAY; I SIGNED OFF THE BLANKS FOR TURNING ON HYD LOWERING FLAPS; RAISING SPOILERS; INSTALLING LOCKS; REMOVING BELLY PANEL; OPENING MAIN LNDG GEAR ACCESS PANELS; BECAUSE THE WASH CREW WON'T BEGIN TO WASH THE ACFT IF PRECEDING STEPS ARE NOT SIGNED. I DID NOT TURN HYD ON; DROP FLAPS; RAISE SPOILERS OR INSTALL SPOILER LOCKS; I JUST OBSERVED THAT FLAPS ARE DOWN; SPOILERS ARE UP AND RECALL SEEING INSTALLING SPOILER LOCKS SO I SIGNED THOSE BLANKS. ACFT WAS WASHED AND ARRIVED BACK AT GATE A COUPLE HRS LATER WITH FLAPS UP; WHICH I THOUGHT ODD BECAUSE NOBODY USUALLY DOES THAT; FLAPS 10-15 DEGS IS THE NORM. I THEN LEARNED L AND R FLAPS HAD HOLES IN THEM FROM SPOILER LOCKS. I THEN LEARNED A GUY ON OVERTIME FROM THE HANGAR STOWED FLAPS UP; AND TAXIED FROM WASH RACK TO THE GATE.
