Narrative:

First event: a BA11 called me at clearance delivery/FD for clearance to bwi. I made a request for clearance through our fdio; nothing on file. I told ATC that there was no clearance stored under that call sign. The pilot advised me that he had just been on the phone with flight service to file the flight plan. The pilot advised he would call flight service again to file. I asked the pilot to monitor my frequency; and I would call him when I got the clearance. I had a clearance for aircraft to bwi in about 10 mins. Unfortunately; due to delays to the east coast; aircraft had an edct of 4 hours later. Second event: a BE20 called for clearance to tvr. Again; no clearance on file. The pilot advised that he would call flight service again to file flight plan; as clearance delivery/FD was unable due to volume and complexity. Both events took place in the afternoon during outbound pushes. This seems to be happening more often with flight service not filing flight plans. By the end of jul 07; the flight service stations in greenwood; ms; and jackson; tn; will have been vacated; so that pilots will not get briefings from locally based controllers.

Title: MEM CTLR VOICED CONCERN REGARDING REPEATED FAILURE OF FSS TO FILE FLT PLANS.

Narrative: FIRST EVENT: A BA11 CALLED ME AT CD/FD FOR CLRNC TO BWI. I MADE A REQUEST FOR CLRNC THROUGH OUR FDIO; NOTHING ON FILE. I TOLD ATC THAT THERE WAS NO CLRNC STORED UNDER THAT CALL SIGN. THE PLT ADVISED ME THAT HE HAD JUST BEEN ON THE PHONE WITH FLT SVC TO FILE THE FLT PLAN. THE PLT ADVISED HE WOULD CALL FLT SVC AGAIN TO FILE. I ASKED THE PLT TO MONITOR MY FREQ; AND I WOULD CALL HIM WHEN I GOT THE CLRNC. I HAD A CLRNC FOR ACFT TO BWI IN ABOUT 10 MINS. UNFORTUNATELY; DUE TO DELAYS TO THE EAST COAST; ACFT HAD AN EDCT OF 4 HRS LATER. SECOND EVENT: A BE20 CALLED FOR CLRNC TO TVR. AGAIN; NO CLRNC ON FILE. THE PLT ADVISED THAT HE WOULD CALL FLT SVC AGAIN TO FILE FLT PLAN; AS CD/FD WAS UNABLE DUE TO VOLUME AND COMPLEXITY. BOTH EVENTS TOOK PLACE IN THE AFTERNOON DURING OUTBOUND PUSHES. THIS SEEMS TO BE HAPPENING MORE OFTEN WITH FLT SVC NOT FILING FLT PLANS. BY THE END OF JUL 07; THE FLT SVC STATIONS IN GREENWOOD; MS; AND JACKSON; TN; WILL HAVE BEEN VACATED; SO THAT PLTS WILL NOT GET BRIEFINGS FROM LOCALLY BASED CTLRS.
