Narrative:

Going south to skbo on UG430 at FL310 at putul leaving havana airspace for kingston airspace at XA45Z when we noticed a target on TCAS climbing north from FL290 and received a 'traffic' alert. We both watch as the traffic continued past FL300 at 700 ft below us and still climbing the TCAS instructed me to 'climb;' which I proceeded for 400 ft above FL310. Air carrier Y went right below us and missed us by only a few hundred feet and continued climbing to FL320. During the response to the TCAS warning I heard kingston center ask air carrier Y if he saw the traffic (us) and he replied 'that we just went over top of him.' shortly after the near miss air carrier Y asked kingston center 'what altitude are we supposed to be at?' and kingston center stated 'FL300' at which point the aircraft descended back from FL320 to FL300.

Narrative: GOING S TO SKBO ON UG430 AT FL310 AT PUTUL LEAVING HAVANA AIRSPACE FOR KINGSTON AIRSPACE AT XA45Z WHEN WE NOTICED A TARGET ON TCAS CLBING N FROM FL290 AND RECEIVED A 'TFC' ALERT. WE BOTH WATCH AS THE TFC CONTINUED PAST FL300 AT 700 FT BELOW US AND STILL CLBING THE TCAS INSTRUCTED ME TO 'CLB;' WHICH I PROCEEDED FOR 400 FT ABOVE FL310. ACR Y WENT RIGHT BELOW US AND MISSED US BY ONLY A FEW HUNDRED FEET AND CONTINUED CLBING TO FL320. DURING THE RESPONSE TO THE TCAS WARNING I HEARD KINGSTON CTR ASK ACR Y IF HE SAW THE TFC (US) AND HE REPLIED 'THAT WE JUST WENT OVER TOP OF HIM.' SHORTLY AFTER THE NEAR MISS ACR Y ASKED KINGSTON CTR 'WHAT ALT ARE WE SUPPOSED TO BE AT?' AND KINGSTON CTR STATED 'FL300' AT WHICH POINT THE ACFT DSNDED BACK FROM FL320 TO FL300.
