Narrative:

While taxiing the aircraft on taxiway a northbound; the aircraft's left winglet impacted a parked challenger 604's left horizontal stabilizer. The incident occurred in day VFR WX. Prior to the incident when we arrived several days earlier we used taxiway a to taxi to parking without any incident. During that time the ramp area adjacent to taxiway a was congested with parked aircraft to include the challenger that we eventually hit. Again at that time there was no problem with clearing all other aircraft parked on the ramp area. On the day in question we utilized this same taxiway; however; as we approached the congested ramp area it was apparent that the challenger was not pulled up as far on the ramp leaving little space for our aircraft to pass. Our aircraft was slowed and we shifted as far right of centerline on the taxiway as possible (away from the challenger). At that point we literally inched forward. I commanded to stop. The taxiing pilot stated he could see the wingtip and that we would clear the challenger and continued to slowly roll forward. Additionally; there was someone on unicom stating that we were clear. I could not see our wingtip. But I could see the nose of the challenger. Almost simultaneously; I saw the nose of the challenger move and I stated 'you hit it.' at this point we were not moving. The brakes were set; unicom came on and said that 'he' says you hit the challenger. I assume that was the individual on the ground stating we were clear but I don't know that. We shut down the aircraft and assessed. There wasn't anyone onboard the challenger and all our passenger were seated. No injuries occurred. Our director of maintenance was notified and dispatched via private jet to us. Neither aircraft was moved until maintenance was there to assess. After their arrival a tug and tow bar were used to push our aircraft back; off of the challenger. Both aircraft were inspected and our aircraft had no damage and was signed off airworthy for flight. We departed without further incident. The challenger had minor damage to the 'kevlar' end cap of the horizontal stabilizer and would be repaired the following day and flown out. We should have stopped sooner; assessed; and had more wing walkers to help assure clearance or move the challenger. The FBO should have had the aircraft pulled up further on the ramp where the parking lines indicated and eliminate any conflict between aircraft passing by the ramp on taxiway a.

Title: B737 BIZJET STRIKES CL60 WHILE TAXIING IN CONGESTED RAMP AREA.

Narrative: WHILE TAXIING THE ACFT ON TXWY A NBOUND; THE ACFT'S L WINGLET IMPACTED A PARKED CHALLENGER 604'S L HORIZ STABILIZER. THE INCIDENT OCCURRED IN DAY VFR WX. PRIOR TO THE INCIDENT WHEN WE ARRIVED SEVERAL DAYS EARLIER WE USED TXWY A TO TAXI TO PARKING WITHOUT ANY INCIDENT. DURING THAT TIME THE RAMP AREA ADJACENT TO TXWY A WAS CONGESTED WITH PARKED ACFT TO INCLUDE THE CHALLENGER THAT WE EVENTUALLY HIT. AGAIN AT THAT TIME THERE WAS NO PROB WITH CLRING ALL OTHER ACFT PARKED ON THE RAMP AREA. ON THE DAY IN QUESTION WE UTILIZED THIS SAME TXWY; HOWEVER; AS WE APCHED THE CONGESTED RAMP AREA IT WAS APPARENT THAT THE CHALLENGER WAS NOT PULLED UP AS FAR ON THE RAMP LEAVING LITTLE SPACE FOR OUR ACFT TO PASS. OUR ACFT WAS SLOWED AND WE SHIFTED AS FAR R OF CTRLINE ON THE TXWY AS POSSIBLE (AWAY FROM THE CHALLENGER). AT THAT POINT WE LITERALLY INCHED FORWARD. I COMMANDED TO STOP. THE TAXIING PLT STATED HE COULD SEE THE WINGTIP AND THAT WE WOULD CLR THE CHALLENGER AND CONTINUED TO SLOWLY ROLL FORWARD. ADDITIONALLY; THERE WAS SOMEONE ON UNICOM STATING THAT WE WERE CLR. I COULD NOT SEE OUR WINGTIP. BUT I COULD SEE THE NOSE OF THE CHALLENGER. ALMOST SIMULTANEOUSLY; I SAW THE NOSE OF THE CHALLENGER MOVE AND I STATED 'YOU HIT IT.' AT THIS POINT WE WERE NOT MOVING. THE BRAKES WERE SET; UNICOM CAME ON AND SAID THAT 'HE' SAYS YOU HIT THE CHALLENGER. I ASSUME THAT WAS THE INDIVIDUAL ON THE GND STATING WE WERE CLR BUT I DON'T KNOW THAT. WE SHUT DOWN THE ACFT AND ASSESSED. THERE WASN'T ANYONE ONBOARD THE CHALLENGER AND ALL OUR PAX WERE SEATED. NO INJURIES OCCURRED. OUR DIRECTOR OF MAINT WAS NOTIFIED AND DISPATCHED VIA PVT JET TO US. NEITHER ACFT WAS MOVED UNTIL MAINT WAS THERE TO ASSESS. AFTER THEIR ARR A TUG AND TOW BAR WERE USED TO PUSH OUR ACFT BACK; OFF OF THE CHALLENGER. BOTH ACFT WERE INSPECTED AND OUR ACFT HAD NO DAMAGE AND WAS SIGNED OFF AIRWORTHY FOR FLT. WE DEPARTED WITHOUT FURTHER INCIDENT. THE CHALLENGER HAD MINOR DAMAGE TO THE 'KEVLAR' END CAP OF THE HORIZ STABILIZER AND WOULD BE REPAIRED THE FOLLOWING DAY AND FLOWN OUT. WE SHOULD HAVE STOPPED SOONER; ASSESSED; AND HAD MORE WING WALKERS TO HELP ASSURE CLRNC OR MOVE THE CHALLENGER. THE FBO SHOULD HAVE HAD THE ACFT PULLED UP FURTHER ON THE RAMP WHERE THE PARKING LINES INDICATED AND ELIMINATE ANY CONFLICT BTWN ACFT PASSING BY THE RAMP ON TXWY A.
