Narrative:

Captain was flying the seavu 1 into lax. He crossed taroc about 300 ft high. Also; his speed below 10000 ft was about 275 KTS. His approach continued to be high; and about 1 mi before limma intersection; I told him we were very high. We crossed limma intersection at approximately 3300 ft instead of 1900 ft. I again said we are high. At 2 mi out; our altitude was 1100 ft; speed 175 KTS; flaps 3 degrees; gear down; full speed brakes. I told him we should go around. He said he thought he had it. I said no; we need to go around. I repeated it again. He went around. The go around resulted in us exceeding 250 KTS. At this time I rested my hand on the side stick and he said 'you got it.' I said 'ok; my airplane' and leveled at 2000 ft; 250 KTS. He requested I fly the next approach. I flew and landed on runway 25L without further event. Contributing factors: runway 25L GS was out and we did not find out until they cleared us for the approach. The GS outage was not on our list of NOTAMS during flight planning and if it was on the ATIS we missed it. The WX was 1400 ft scattered; 8 mi visibility in haze. No brief for ILS with GS out. High approach and poor go around resistance to cues that we were high.

HIS APCH CONTINUED TO BE HIGH; AND ABOUT 1 MI BEFORE LIMMA INTXN; I TOLD HIM WE WERE VERY HIGH. WE CROSSED LIMMA INTXN AT APPROX 3300 FT INSTEAD OF 1900 FT. I AGAIN SAID WE ARE HIGH. AT 2 MI OUT; OUR ALT WAS 1100 FT; SPD 175 KTS; FLAPS 3 DEGS; GEAR DOWN; FULL SPD BRAKES. I TOLD HIM WE SHOULD GO AROUND. HE SAID HE THOUGHT HE HAD IT. I SAID NO; WE NEED TO GO AROUND. I REPEATED IT AGAIN. HE WENT AROUND. THE GAR RESULTED IN US EXCEEDING 250 KTS. AT THIS TIME I RESTED MY HAND ON THE SIDE STICK AND HE SAID 'YOU GOT IT.' I SAID 'OK; MY AIRPLANE' AND LEVELED AT 2000 FT; 250 KTS. HE REQUESTED I FLY THE NEXT APCH. I FLEW AND LANDED ON RWY 25L WITHOUT FURTHER EVENT. CONTRIBUTING FACTORS: RWY 25L GS WAS OUT AND WE DID NOT FIND OUT UNTIL THEY CLRED US FOR THE APCH. THE GS OUTAGE WAS NOT ON OUR LIST OF NOTAMS DURING FLT PLANNING AND IF IT WAS ON THE ATIS WE MISSED IT. THE WX WAS 1400 FT SCATTERED; 8 MI VISIBILITY IN HAZE. NO BRIEF FOR ILS WITH GS OUT. HIGH APCH AND POOR GAR RESISTANCE TO CUES THAT WE WERE HIGH.
