Narrative:
During heavy evening traffic at ZNY sector 75; uret became unworkable. Since no working procedures have yet been developed during the 14 months uret has been at ZNY; working with uret makes the sector much more complex. There was a handoff person at the sector during the shift tonight. Most situations requiring coordination were passed to the radar position by verbal means. Unfortunately; during busy periods; this makes keeping the sector under control much more difficult. Verbal coordination is often not immediately heard when a radar controller is busy. This leads to repetition of the instruction; which causes the radar controller to focus less on the radar. Tonight; uret made this sector much more complex than need be.

Title: ZNY CTLR EXPRESSED CONCERN REGARDING URET EQUIP FUNCTIONALITY AND LACK OF APPROPRIATE FAC PROCS TO COVER USAGE OF SAME.
Narrative: DURING HVY EVENING TFC AT ZNY SECTOR 75; URET BECAME UNWORKABLE. SINCE NO WORKING PROCS HAVE YET BEEN DEVELOPED DURING THE 14 MONTHS URET HAS BEEN AT ZNY; WORKING WITH URET MAKES THE SECTOR MUCH MORE COMPLEX. THERE WAS A HDOF PERSON AT THE SECTOR DURING THE SHIFT TONIGHT. MOST SITUATIONS REQUIRING COORD WERE PASSED TO THE RADAR POS BY VERBAL MEANS. UNFORTUNATELY; DURING BUSY PERIODS; THIS MAKES KEEPING THE SECTOR UNDER CTL MUCH MORE DIFFICULT. VERBAL COORD IS OFTEN NOT IMMEDIATELY HEARD WHEN A RADAR CTLR IS BUSY. THIS LEADS TO REPETITION OF THE INSTRUCTION; WHICH CAUSES THE RADAR CTLR TO FOCUS LESS ON THE RADAR. TONIGHT; URET MADE THIS SECTOR MUCH MORE COMPLEX THAN NEED BE.
