Narrative:
Originally had a XA40 wheels up. Wheels up moved up to XA15L; so aircraft was boarded; and door closed. Subsequently given a wheels up of XA40; after door closed. Ramp stated we could not push; refused to send push crew nor did they reopen the main door nor pull the jetway. So now we have a full airplane door closed and slides not armed as per sops! What happens if we then have an emergency that requires immediate exit? Does not sound like a very safe procedure.

Title: AN ACR CAPT QUESTIONS HIS COMPANY PROC OF TAKING A DELAY AT THE GATE WITH PAX BOARDED; THE ACFT DOORS CLOSED; BUT SLIDES NOT ARMED.
Narrative: ORIGINALLY HAD A XA40 WHEELS UP. WHEELS UP MOVED UP TO XA15L; SO AIRCRAFT WAS BOARDED; AND DOOR CLOSED. SUBSEQUENTLY GIVEN A WHEELS UP OF XA40; AFTER DOOR CLOSED. RAMP STATED WE COULD NOT PUSH; REFUSED TO SEND PUSH CREW NOR DID THEY REOPEN THE MAIN DOOR NOR PULL THE JETWAY. SO NOW WE HAVE A FULL AIRPLANE DOOR CLOSED AND SLIDES NOT ARMED AS PER SOPS! WHAT HAPPENS IF WE THEN HAVE AN EMERGENCY THAT REQUIRES IMMEDIATE EXIT? DOES NOT SOUND LIKE A VERY SAFE PROCEDURE.
