Narrative:

I was a single pilot PIC on a citation 501 on a flight to ftt. Ftt does not have WX information; but unicom reported winds about 190-200 degrees at 10-12 KTS. I made a GPS 5 approach and planned a circle to right turn in to runway 18. Due to scud to the north; I could not set up a good right base leg to runway 18 so proceeded to make a right turn in to runway 23. Runway was wet and braking action very poor. Slid off end of the runway in the mud. No injuries or damage to aircraft which classifies it as an incident and not an accident. Corrective action: should have made the instrument approach to runway 23 and would have been better situated to land runway 18 which was the longer runway.

CORRECTIVE ACTION: SHOULD HAVE MADE THE INST APCH TO RWY 23 AND WOULD HAVE BEEN BETTER SITUATED TO LAND RWY 18 WHICH WAS THE LONGER RWY.
