Narrative:

Aircraft X was climbing to FL230 awaiting higher. A pointout was issued with data block showing interim FL270. Traffic was a factor and acknowledged. Aircraft X leveled at FL230. Air carrier Y was at FL240 awaiting descent into cle. A third controller thought aircraft X was climbing and dumped air carrier Y through the aircraft X. Controller did not ask the sector above what was going on with the aircraft and thought they were avoiding a conflict by descending air carrier Y to FL200. Had the third party followed procedure by calling the previous sector all could have been avoided.

Title: ZOB CTLR DESCRIBED OPERROR AT FL240 WHEN AN ADJACENT CTLR FAILED TO COORD PRIOR TO INITIATING DSCNT.

Narrative: ACFT X WAS CLBING TO FL230 AWAITING HIGHER. A POINTOUT WAS ISSUED WITH DATA BLOCK SHOWING INTERIM FL270. TFC WAS A FACTOR AND ACKNOWLEDGED. ACFT X LEVELED AT FL230. ACR Y WAS AT FL240 AWAITING DSCNT INTO CLE. A THIRD CTLR THOUGHT ACFT X WAS CLBING AND DUMPED ACR Y THROUGH THE ACFT X. CTLR DID NOT ASK THE SECTOR ABOVE WHAT WAS GOING ON WITH THE ACFT AND THOUGHT THEY WERE AVOIDING A CONFLICT BY DSNDING ACR Y TO FL200. HAD THE THIRD PARTY FOLLOWED PROC BY CALLING THE PREVIOUS SECTOR ALL COULD HAVE BEEN AVOIDED.
