Narrative:

During a visual approach we received a flaps fail message as the flaps were selected to 30 degrees. The approach was discontinued; an emergency was declared and we received radar vectors in the local area while the problem was addressed. We completed the QRH procedure; consulted dispatch about our required landing distance and notified the flight attendant and then the passenger about the situation. We also completed our normal checklists and proceeded with an uneventful visual approach and landing. Maintenance control later explained that the flaps fail may have been caused by the very cold WX.
