Narrative:

Forward service door would not open from inside. Checked and found improperly installed eyebrow doubler stopping outer handle. Dock personnel elected to make repairs without engineering authority/authorized. Addressed concerns to my supervisor. They tried to get this resolved but dock personnel refused. Dock personnel fail to follow basic maintenance procedure resulting in a safety of flight issue.

Title: AN MD80 FORWARD SVC DOOR WOULD NOT OPEN FROM INSIDE. FOUND IMPROPER DOUBLER STOPPING OUTER HANDLE. RPTR BELIEVES CORRECTIVE REPAIR WAS NOT APPROVED BY ENGINEERING.

Narrative: FORWARD SVC DOOR WOULD NOT OPEN FROM INSIDE. CHKED AND FOUND IMPROPERLY INSTALLED EYEBROW DOUBLER STOPPING OUTER HANDLE. DOCK PERSONNEL ELECTED TO MAKE REPAIRS WITHOUT ENGINEERING AUTH. ADDRESSED CONCERNS TO MY SUPVR. THEY TRIED TO GET THIS RESOLVED BUT DOCK PERSONNEL REFUSED. DOCK PERSONNEL FAIL TO FOLLOW BASIC MAINT PROC RESULTING IN A SAFETY OF FLT ISSUE.
