Narrative:

On jan/mon/07; phl was in a formal deice program for most of the day shift. As per LOA; phl is required to have personnel from the city act as the coordinator for deice program affecting both departures and arrs for the safety of the flying public. Throughout this time period; there was not any personnel in place completing this all important task. The operations mgrs at phl were notified; but took no action. They might possibly have annotated the log (7130-4); but did not make a call to get the position filled. This is not only in direct violation of a current LOA; but the facility has no personnel qualified to perform this important task.

Title: PHL CTLR EXPRESSED CONCERN REGARDING MGMNT'S FAILURE TO COMPLY WITH LOA REQUIRING CITY COORDINATOR DURING DEICING PROCS.

THROUGHOUT THIS TIME PERIOD; THERE WAS NOT ANY PERSONNEL IN PLACE COMPLETING THIS ALL IMPORTANT TASK. THE OPS MGRS AT PHL WERE NOTIFIED; BUT TOOK NO ACTION. THEY MIGHT POSSIBLY HAVE ANNOTATED THE LOG (7130-4); BUT DID NOT MAKE A CALL TO GET THE POS FILLED. THIS IS NOT ONLY IN DIRECT VIOLATION OF A CURRENT LOA; BUT THE FACILITY HAS NO PERSONNEL QUALIFIED TO PERFORM THIS IMPORTANT TASK.
