Narrative:

The crew had been cleared by clearance delivery to fly the pomona 7 SID up to 14000 ft MSL. Shortly after takeoff; socal approach amended the clearance to climb and maintain 7000 ft MSL; turn right; direct to pomona and rejoin the pomona 7 departure. ATC then told a mooney (call sign unknown) that an opposite direction B727 was climbing to 7000 ft. Just as ATC started to tell the B727 crew about opposite direction traffic at 7500 ft MSL; the TCAS simultaneously called 'traffic; monitor vertical speed' and showed a red arc 0 FPM and above on the vsi. The B727 aircraft never made it to 7000 ft MSL prior to the maneuver. The aircraft slowed and peaked at approximately 6850 ft MSL with the mooney showing 200 ft above on the TCAS display. The initial TCAS RA came as the aircraft was in the 'cone of confusion' of the pomona NAVAID. Moments later; the TCAS RA called 'descend; descend' and commanded approximately a 1500-2000 FPM descent. The crew alerted ATC while descending in accordance with RA command. The controller replied with new heading and altitude instructions and proceeded to scold the crew about missing the 294 degree radial outbound of pomona. ATC said 'if you had made your outbound turn you wouldn't have had the encounter.' the aircraft was largely in the 'cone of confusion' of the NAVAID during the critical moments of the encounter.

Narrative: THE CREW HAD BEEN CLRED BY CLRNC DELIVERY TO FLY THE POMONA 7 SID UP TO 14000 FT MSL. SHORTLY AFTER TKOF; SOCAL APCH AMENDED THE CLRNC TO CLB AND MAINTAIN 7000 FT MSL; TURN R; DIRECT TO POMONA AND REJOIN THE POMONA 7 DEP. ATC THEN TOLD A MOONEY (CALL SIGN UNKNOWN) THAT AN OPPOSITE DIRECTION B727 WAS CLBING TO 7000 FT. JUST AS ATC STARTED TO TELL THE B727 CREW ABOUT OPPOSITE DIRECTION TFC AT 7500 FT MSL; THE TCAS SIMULTANEOUSLY CALLED 'TFC; MONITOR VERT SPD' AND SHOWED A RED ARC 0 FPM AND ABOVE ON THE VSI.
