Narrative:

Had 3 holds on abcd arrival into ZZZ. At approximately 1000 ft AGL; tower instructed us to go around due to inadequate separation with preceding heavy aircraft. Captain advised me to inform tower we were declaring emergency. Tower cleared us to land runway 27R. I agreed with captain's decision that it was safer to land then go around and declare emergency fuel at that point. Landing uneventful. Blocked in with 3.2.
