Narrative:

We were on a 12 mi final at runway 3 at geg when tower notified us that the runway lights for the airport were out. Since it was 30 mins past official sunset, we realized that we were not legal to land. Tower provided the official sunset time. We entered holding at the OM while we considered our options. Dispatch was notified and ask for diversion airports. We reviewed the alternate airport list on the back of the 10-7 page. Two were in a direction where severe WX would have to be traversed. Moses lake was ok WX-wise, but we estimated that we would arrive with only 3000 pounds of gas. Fairchild AFB told tower that would not accept any civilian aircraft. Therefore we concluded that our safest option was to land at geg runway 3 as soon as possible since there was still some twilight available to see the runway. I declared an emergency and landed uneventfully. We landed with slightly less than 6000 pounds of gas.

Title: WHEN RWY LIGHTS FAIL AND UNABLE TO DIVERT DUE TO INADEQUATE FUEL, B737-300 CREW ELECT TO DECLARE EMER AND LAND AFTER SUNDOWN AT GEG WITHOUT REQUIRED LIGHTING.

Narrative: WE WERE ON A 12 MI FINAL AT RWY 3 AT GEG WHEN TWR NOTIFIED US THAT THE RWY LIGHTS FOR THE ARPT WERE OUT. SINCE IT WAS 30 MINS PAST OFFICIAL SUNSET, WE REALIZED THAT WE WERE NOT LEGAL TO LAND. TWR PROVIDED THE OFFICIAL SUNSET TIME. WE ENTERED HOLDING AT THE OM WHILE WE CONSIDERED OUR OPTIONS. DISPATCH WAS NOTIFIED AND ASK FOR DIVERSION ARPTS. WE REVIEWED THE ALTERNATE ARPT LIST ON THE BACK OF THE 10-7 PAGE. TWO WERE IN A DIRECTION WHERE SEVERE WX WOULD HAVE TO BE TRAVERSED. THEREFORE WE CONCLUDED THAT OUR SAFEST OPTION WAS TO LAND AT GEG RWY 3 AS SOON AS POSSIBLE SINCE THERE WAS STILL SOME TWILIGHT AVAILABLE TO SEE THE RWY. I DECLARED AN EMER AND LANDED UNEVENTFULLY. WE LANDED WITH SLIGHTLY LESS THAN 6000 LBS OF GAS.
