Narrative:
I was working LC1 (runway 21L) and had a BE76; aircraft X; on takeoff roll when I observed another BE76; aircraft Y; on final for my runway. I asked the LC2 controller (runway 21R) if he had someone on final for my runway. It was his aircraft and he sent the aircraft around. After listening to the tapes; the supervisor confirmed that aircraft Y had been cleared and read back runway 21R; but lined up for the wrong runway.
