Narrative:
ZKC ARTCC sector 46 and 48 were combined 23 in aircraft list 16 in departure list possible 39 active aircraft in a 30 mins time span. Supervisor used poor judgement in combining the 2 sectors with the current traffic load. Staffing could be an issue.
