Narrative:

Departed teb runway 24 just after frontal passage. Winds reported as 220/28 no gust. Climbing out of 400 ft experienced windshear and moderate turbulence. Conditions required maintaining maximum power to 1700 ft. We leveled off at 2000 ft as we were contacting new york departure. The SID required a level off at 1500 ft until reaching the teb 4.5 DME and then a climb to 2000 ft. We left 1500 ft approximately 2 miles prior to the 4.5 DME fix. Upon contact with new york departure we were asked as to why we did not follow the departure procedure. Our reply was windshear encountered and level off at 1500 ft was not yet safe.

Title: GULFSTREAM III FLT CREW HAS AN ALT EXCURSION DURING THE TEB 5 DEP.

Narrative: DEPARTED TEB RWY 24 JUST AFTER FRONTAL PASSAGE. WINDS REPORTED AS 220/28 NO GUST. CLBING OUT OF 400 FT EXPERIENCED WINDSHEAR AND MODERATE TURBULENCE. THE SID REQUIRED A LEVEL OFF AT 1500 FT UNTIL REACHING THE TEB 4.5 DME AND THEN A CLB TO 2000 FT. WE LEFT 1500 FT APPROX 2 MILES PRIOR TO THE 4.5 DME FIX. UPON CONTACT WITH NEW YORK DEP WE WERE ASKED AS TO WHY WE DID NOT FOLLOW THE DEPARTURE PROCEDURE. OUR REPLY WAS WINDSHEAR ENCOUNTERED AND LEVEL OFF AT 1500 FT WAS NOT YET SAFE.
