Narrative:

The following frequencys failed once again: 125.57; 120.45 which are busy arrival sector frequencys into atl. The failure of these frequencys forced us onto workload/backup frequencys which also failed several times throughout the evening shift leaving us with no way to communication with aircraft and no other frequencys. This was apparently acceptable to the upper local management because the backup frequencys were just going in and out; so we could still talk to the aircraft; just not necessarily when we wanted to. Our area supervisor tried to get aircraft re-routed for the WX and frequency issues and was told no. ZTL local tmu did not rerte aircraft around these 2 busy sectors that were having frequency issues. These frequencys have been a constant problem since at least jul/2006. We really need our frequencys in order to keep the flying public safe. The situation that we are put in almost on a daily basis or whenever there is any WX with these frequency problems is beyond unsafe; it's insane that it has been 5 months and the FAA has not fixed it yet. We have had lots of WX deviations; numerous aircraft in the holding pattern and our frequencys have gone out. This is a real problem when en route controllers are giving lost communications to aircraft when they are busy to contact atl approach in 5 mins if they don't hear anything from center. The reliability and trust factor in our frequencys is gone. This chronic issue is a dangerous situation and needs to be fixed.

Title: ZTL CTLR VOICED CONCERN REGARDING CONTINUING FREQ 125.57 AND 120.45 FAILURES.

Narrative: THE FOLLOWING FREQS FAILED ONCE AGAIN: 125.57; 120.45 WHICH ARE BUSY ARR SECTOR FREQS INTO ATL. THE FAILURE OF THESE FREQS FORCED US ONTO WORKLOAD/BACKUP FREQS WHICH ALSO FAILED SEVERAL TIMES THROUGHOUT THE EVENING SHIFT LEAVING US WITH NO WAY TO COM WITH ACFT AND NO OTHER FREQS. THIS WAS APPARENTLY ACCEPTABLE TO THE UPPER LCL MGMNT BECAUSE THE BACKUP FREQS WERE JUST GOING IN AND OUT; SO WE COULD STILL TALK TO THE ACFT; JUST NOT NECESSARILY WHEN WE WANTED TO. OUR AREA SUPVR TRIED TO GET ACFT RE-ROUTED FOR THE WX AND FREQ ISSUES AND WAS TOLD NO. ZTL LCL TMU DID NOT RERTE ACFT AROUND THESE 2 BUSY SECTORS THAT WERE HAVING FREQ ISSUES. THESE FREQS HAVE BEEN A CONSTANT PROB SINCE AT LEAST JUL/2006. WE REALLY NEED OUR FREQS IN ORDER TO KEEP THE FLYING PUBLIC SAFE. THE SITUATION THAT WE ARE PUT IN ALMOST ON A DAILY BASIS OR WHENEVER THERE IS ANY WX WITH THESE FREQ PROBS IS BEYOND UNSAFE; IT'S INSANE THAT IT HAS BEEN 5 MONTHS AND THE FAA HAS NOT FIXED IT YET. WE HAVE HAD LOTS OF WX DEVS; NUMEROUS ACFT IN THE HOLDING PATTERN AND OUR FREQS HAVE GONE OUT. THIS IS A REAL PROB WHEN ENRTE CTLRS ARE GIVING LOST COMS TO ACFT WHEN THEY ARE BUSY TO CONTACT ATL APCH IN 5 MINS IF THEY DON'T HEAR ANYTHING FROM CTR. THE RELIABILITY AND TRUST FACTOR IN OUR FREQS IS GONE. THIS CHRONIC ISSUE IS A DANGEROUS SITUATION AND NEEDS TO BE FIXED.
