Narrative:
On final approach to runway 24R; flight control/flaps locked ECAM came on when flaps 2 selected. Flaps were locked at 0; slats 2. Asked for leveloff at 5000 ft to work ECAM. Contacted maintenance via dispatch. Worked ECAM and irregular procedure. Asked for approach to longest runway; runway 25R. Did not declare emergency; but asked that emergency equipment stand by. Issued 'cabin advisory' to first flight attendant. Landed; cleared runway and taxied to gate.
