Narrative:

Aircraft Z called off of 7k4 VFR wanting an IFR clearance. I found his flight plan in uret and called evv approach to issue departure message. Air carrier X called on descending to FL240. I cleared him to descend and maintain FL200 (the LOA altitude for bna arrs to bwg lo). After seeing aircraft separation was compromised I turned air carrier X 30 degrees left and air carrier Y 50 degrees left. Aircraft Z required off line communication which took my attention away from the traffic on the scope. I was aware air carrier Y was traffic and cleared air carrier X to FL200 as per LOA thinking I had cleared him to FL230.
