Narrative:

I was working the ground control #2 (GC2) position this morning when the controller in charge (controller in charge) performed the daily crash phone check. The telephone portion of the check with mem arff was 'loud and clear;' however the speaker portion that broadcasts inside the mem arff fire station was 'weak and barely readable' as reported by the arff responding individual. This equipment issue has been an ongoing problem. Recently it was determined that the speaker volume inside the arff fire station was actually turned down; and this was a partial contributing factor to previous reports concerning this matter. The etvs direct line to mem arff is still OTS. At XA10 the supervisor came on duty in the tower cabin attendant. The supervisor then contacted the mem police via direct line on the etvs system and requested to be patched through to mem operations because operations could not be reached through the direct dial system of our etvs system. The mem police connected the supervisor to a local sandwich shop. Mem continues to have numerous equipment issues that involve tower being able to contact arff and operations.

Title: MEM CTLR EXPRESSED CONCERN REGARDING THE OPERABILITY OF THE ARPT EMER 'CRASH' PHONE SYS.

Narrative: I WAS WORKING THE GND CTL #2 (GC2) POS THIS MORNING WHEN THE CTLR IN CHARGE (CIC) PERFORMED THE DAILY CRASH PHONE CHK. THE TELEPHONE PORTION OF THE CHK WITH MEM ARFF WAS 'LOUD AND CLR;' HOWEVER THE SPEAKER PORTION THAT BROADCASTS INSIDE THE MEM ARFF FIRE STATION WAS 'WEAK AND BARELY READABLE' AS RPTED BY THE ARFF RESPONDING INDIVIDUAL. THIS EQUIP ISSUE HAS BEEN AN ONGOING PROB. RECENTLY IT WAS DETERMINED THAT THE SPEAKER VOLUME INSIDE THE ARFF FIRE STATION WAS ACTUALLY TURNED DOWN; AND THIS WAS A PARTIAL CONTRIBUTING FACTOR TO PREVIOUS RPTS CONCERNING THIS MATTER. THE ETVS DIRECT LINE TO MEM ARFF IS STILL OTS. AT XA10 THE SUPVR CAME ON DUTY IN THE TWR CAB. THE SUPVR THEN CONTACTED THE MEM POLICE VIA DIRECT LINE ON THE ETVS SYS AND REQUESTED TO BE PATCHED THROUGH TO MEM OPS BECAUSE OPS COULD NOT BE REACHED THROUGH THE DIRECT DIAL SYS OF OUR ETVS SYS. THE MEM POLICE CONNECTED THE SUPVR TO A LCL SANDWICH SHOP. MEM CONTINUES TO HAVE NUMEROUS EQUIP ISSUES THAT INVOLVE TWR BEING ABLE TO CONTACT ARFF AND OPS.
