Narrative:

A C21 jet departed mia heading 090 degrees. I was working mia north departures (D). On initial contact; I climbed the jet to 7000 ft. About 10 NM east of mia the jet turned north to join the RNAV departure (WINCO1). It should have stayed on the 090 degree heading/vector until turned to another heading or cleared to a fix on the RNAV departure. Luckily there was no other traffic for the aircraft to conflict with. This is a potentially dangerous situation. We should cancel these RNAV SID/stars now.

Title: MIA TRACON CTLR DESCRIBED INCIDENT WHEN MIA DEP FAILED TO COMPLY WITH ASSIGNED HDG AND FOLLOWED NEW RNAV ROUTINGS.

THIS IS A POTENTIALLY DANGEROUS SITUATION. WE SHOULD CANCEL THESE RNAV SID/STARS NOW.
