Narrative:

Aircraft #1 initially climbed to FL230 (standard altitude). Aircraft #2 turned away from receiving sector due to holding and stuck microphone. Aircraft #2 at FL210. I thought I amended aircraft #1 to FL200. I updated the data block but failed to restate clearance. Traffic information exchanged but aircraft #1 did not recognize the traffic situation. Holding aircraft is not common at this sector and greatly affects complexity.

Narrative: ACFT #1 INITIALLY CLBED TO FL230 (STANDARD ALT). ACFT #2 TURNED AWAY FROM RECEIVING SECTOR DUE TO HOLDING AND STUCK MIKE. ACFT #2 AT FL210. I THOUGHT I AMENDED ACFT #1 TO FL200. I UPDATED THE DATA BLOCK BUT FAILED TO RESTATE CLRNC. TFC INFO EXCHANGED BUT ACFT #1 DID NOT RECOGNIZE THE TFC SITUATION. HOLDING ACFT IS NOT COMMON AT THIS SECTOR AND GREATLY AFFECTS COMPLEXITY.
