Narrative:

Late passenger bags led up to the event. During pushback at night we were cleared to start both engines. After setting parking brake after pushback; and after #2 engine was started; we noticed the forward cargo door light come on. We then noticed a baggage handler in the vicinity of the nose on the right side of the aircraft. I asked the tug driver about it and he reported that a bag handler had loaded a late bag into the forward pit after the tug driver had told him not to do so. So the bag was loaded into the forward pit without our knowledge; and while the #2 engine was running at idle. The outcome of the event was that I notified the tug driver to notify the bag handler that I would be reporting the event. The human factors involved were either lack of communication between the tug driver and the bag handler; or a disregard of communication if it did take place.

Title: B737-300 CAPT RPTS BAGGAGE HOLDING BOARDED BAGS INTO FORWARD PIT AFTER BOTH ENGS WERE RUNNING AT IDLE.

Narrative: LATE PAX BAGS LED UP TO THE EVENT. DURING PUSHBACK AT NIGHT WE WERE CLRED TO START BOTH ENGS. AFTER SETTING PARKING BRAKE AFTER PUSHBACK; AND AFTER #2 ENG WAS STARTED; WE NOTICED THE FORWARD CARGO DOOR LIGHT COME ON. WE THEN NOTICED A BAGGAGE HANDLER IN THE VICINITY OF THE NOSE ON THE R SIDE OF THE ACFT. I ASKED THE TUG DRIVER ABOUT IT AND HE RPTED THAT A BAG HANDLER HAD LOADED A LATE BAG INTO THE FORWARD PIT AFTER THE TUG DRIVER HAD TOLD HIM NOT TO DO SO. SO THE BAG WAS LOADED INTO THE FORWARD PIT WITHOUT OUR KNOWLEDGE; AND WHILE THE #2 ENG WAS RUNNING AT IDLE. THE OUTCOME OF THE EVENT WAS THAT I NOTIFIED THE TUG DRIVER TO NOTIFY THE BAG HANDLER THAT I WOULD BE RPTING THE EVENT. THE HUMAN FACTORS INVOLVED WERE EITHER LACK OF COM BTWN THE TUG DRIVER AND THE BAG HANDLER; OR A DISREGARD OF COM IF IT DID TAKE PLACE.
