Narrative:

Selected flaps 1 degree while slowing through 210 KTS on arrival into phx. Flaps failed to extend. Verified circuit breakers were in. Notified maintenance of our situation. We proceeded to declare an emergency with ATC and requested that the fire trucks stand by. Flight attendants were briefed that we would be performing a precautionary landing and nothing out of the ordinary should be expected. Passenger were kept informed throughout the entire landing phase of flight. The first officer and I performed the alternate flap operation checklist and proceeded to land on runway 8 without incident.

Title: A B737-300 CAPT RPTED THAT HE DECLARED AN EMER WITH P50 AFTER HIS FLAPS FAILED TO EXTEND DURING APCH TO PHX WHERE HE MADE A LNDG ON RWY 8 WITHOUT INCIDENT.

FLT ATTENDANTS WERE BRIEFED THAT WE WOULD BE PERFORMING A PRECAUTIONARY LNDG AND NOTHING OUT OF THE ORDINARY SHOULD BE EXPECTED. PAX WERE KEPT INFORMED THROUGHOUT THE ENTIRE LNDG PHASE OF FLT. THE FO AND I PERFORMED THE ALTERNATE FLAP OP CHKLIST AND PROCEEDED TO LAND ON RWY 8 WITHOUT INCIDENT.
