Jfk -- landing runways 13R; 13L; 22L. Air carrier #1; B747; does not clear the runway and air carrier #2; B747; is sent around on runway 13L. Air carrier #3; B747; 1 mi final for runway 22L. Air carrier #4; short final landing runway 13R. Air carrier #1 flew directly overhead air carrier #3 at 1000 ft. I could not turn air carrier #2 due to runway 22L arrs and air carrier landing runway 13R. If air carrier #4 or air carrier #3 went around; I don't want to think about that.
