Narrative:

Pilot controlled lighting is out of service. However; the major problem is there are so many NOTAMS on the airport there was miscom between the airport and our FAA facility. Due to the fact runway 4L/22R continuously cycle (or flicker) from low to high for no apparent reason maintenance was called. They stated they were aware of the problem; but did not know how to repair the problem. With that being said they stated pilot controlled lighting (pilot controlled lighting) was returned to service (a different issue but one of many affecting the operation). After attempting to use pilot controlled lighting it appears the system is still not working. There are so many NOTAMS affecting different parts of the airfield there is always potential for a problem. The miscom is something we can not allow because it will lead to an error. The NOTAMS have always been a major issue. I have seen several planes go off of txwys at night; the lighting fail all together and buildings go up creating blind spots on txwys.

Title: BTR CTLR RPTS CONFUSING ARPT NOTAMS AND ONGOING PROBS WITH PLT CONTROLLED LIGHTING.

Narrative: PILOT CONTROLLED LIGHTING IS OUT OF SERVICE. HOWEVER; THE MAJOR PROB IS THERE ARE SO MANY NOTAMS ON THE ARPT THERE WAS MISCOM BETWEEN THE ARPT AND OUR FAA FACILITY. DUE TO THE FACT RWY 4L/22R CONTINUOUSLY CYCLE (OR FLICKER) FROM LOW TO HIGH FOR NO APPARENT REASON MAINT WAS CALLED. THEY STATED THEY WERE AWARE OF THE PROB; BUT DID NOT KNOW HOW TO REPAIR THE PROB. WITH THAT BEING SAID THEY STATED PCL (PLT CONTROLLED LIGHTING) WAS RETURNED TO SERVICE (A DIFFERENT ISSUE BUT ONE OF MANY AFFECTING THE OPERATION). AFTER ATTEMPTING TO USE PLT CONTROLLED LIGHTING IT APPEARS THE SYSTEM IS STILL NOT WORKING. THERE ARE SO MANY NOTAMS AFFECTING DIFFERENT PARTS OF THE AIRFIELD THERE IS ALWAYS POTENTIAL FOR A PROB. THE MISCOM IS SOMETHING WE CAN NOT ALLOW BECAUSE IT WILL LEAD TO AN ERROR. THE NOTAMS HAVE ALWAYS BEEN A MAJOR ISSUE. I HAVE SEEN SEVERAL PLANES GO OFF OF TXWYS AT NIGHT; THE LIGHTING FAIL ALL TOGETHER AND BUILDINGS GO UP CREATING BLIND SPOTS ON TXWYS.
